School energy savings likely to top $1 million

HAMLIN - The county school systems energy manager told the Lincoln County Board of Education, last week, that a four-year $1 million energy saving target looks set to be achieved by next spring. However, in a separate development, the countys superintendent clarfied that final approval is still awaited for a major overhaul of windows at two educational facilities in the county.

Energy Manager Joe Parsons was speaking at the Tuesday, December 20, 2011 regular session of the board in Hamlin. Since May, 2008, the county has been part of an energy management program. In return for paying to take part in the program, the county is provided with software to help monitor energy use. County personnel are offered special training in the energy field.

Throughout the four years, Parsons has worked with school personnel to heighten energy awareness in the countys schools. Among the many measures taken was the installation of timed thermostats at county facilities.

The countys energy consumption was ascertained for what was termed the base year, from May 2007 to April of 2008. The four years since then have been charted in comparison with the base year.

Parsons told the board last week that gas consumption had fallen as follows:
YEAR ONE: A reduction of 2,237 Mcf
YEAR TWO: A reduction of 3,201 Mcf
YEAR THREE: A reduction of 3,244 Mcf
YEAR FOUR: A reduction of 2,833 Mcf (through 7 months, May to November)
That represented a total reduction of 11,515 Mcf.
He also provided details on the drop in electricity consumption.
YEAR ONE: A reduction of 1,940,246 kWh
YEAR TWO: A reduction of 2,119,814 kWh
YEAR THREE: A reduction of 2,145,010 kWh

YEAR FOUR: A reduction of 1,545,832 kWh (through 7 months, May to November)

The total reduction in electricity consumption came to 7,750,902 kWh.

Parsons paid tribute to the countys school personnel and leadership for their cooperation. Your staff are phenomenal, said Parsons.

Windows

Contrary to reports in some Charleston media outlets recently, two major school window projects in the Lincoln County are still awaiting final approval.

Lincoln Superintendent Patricia Lucas updated the five members of the board of education at the same meeting last week, regarding plans to replace windows at Hamlin PK-8 and at Ranger Elementary.

Earlier this year, the Lincoln board sought approval to amend the countys 2010-2020 Comprehensive Educational Facilties Plan (CEFP). On September 20, 2011 the board approved the amendment, submitting Hamlin PK-8 windows and Ranger Elementary windows as priority 1 and priority 2 items respectively.

The total cost of the projects was estimated at $190,000, of which $45,000 would be county-funded.

Lucas clarified to the board that the requested amendment had been approved by the West Virginia School Building Authority. However, the final approval and funding for the window projects had yet to be given by the authority.
